    Snohomish County Surface Water Management (SWM), a Division of the Department of Conservation and Natural Resources, is hiring a highly capable GIS Analyst, Senior to join our team. 

    SWM works in partnership with other local and regional agencies to improve Snohomish County now and for future generations. SWM provides a variety of programs and services for reducing road and property flooding and preserving and improving the health of Snohomish County's water resources and natural systems. We focus on four areas of service:

    ·         Clean water in rivers, streams and lakes;

    ·         Habitat for fish and aquatic wildlife;

    ·         River flooding and erosion;

    ·         Stormwater drainage systems.

    You can find us responding to water-quality problems and complaints, monitoring river levels during flood season, maintaining drainage systems, managing habitat improvement projects and more.

    Bring your Geographic Information System (GIS) technical expertise to SWM as a GIS Analyst, Senior to support our Asset Maintenance and Management System (AMMS) as well as providing essential and complex analysis and support to a dynamic group of engineers, scientists, planners and technicians.  We use GIS services applied to floodplain mapping, flood control infrastructure, storm water infrastructure, wetlands and streams, National Pollutant Discharge Elimination System (NPDES) GIS database management, asset management, and natural resource planning.

    Snohomish County uses ESRI’s ArcMap, ArcGIS Pro, ArcGIS Online (AGOL) and Portal for ArcGIS (Portal) and integrates our GIS data with Cartegraph software for our asset management program.  As a GIS Analyst, Senior you will create and use automated geoprocesses using Python, create and manage map/feature services using AGOL and Portal, process big data to support County’s essential functions, improve existing data and be an indispensable part of the GIS Asset Maintenance and Management System team in collecting and documenting all of Snohomish County’s drainage assets.  Collaboration and coordination with the other Snohomish County GIS departments and committees is an essential part of this position.  Project management and problem-solving skills are a must for this position.

    Job Duties

    STATEMENT OF ESSENTIAL JOB DUTIES

    • 1.       Engages in complex GIS analysis and other datasets; reviews and manipulates records of spatial and tabular data.
    • 2.       Performs advanced programming and development of cross-platform, multi-function, interactive applications involving graphical interfaces for multiple end-users. This may include determining requirements, design, implementation, debugging, and deployment within GIS, network, and web-based environments.
    • 3.       Contributes to, evaluates, and leads projects by reviewing existing county data, recommending data needs, accessing available digital data from outside sources, and determines analyses to fulfill project provisions.
    • 4.       Analyzes GIS data requirements and configures digital data design, assembly, conversion, compilation, and maintenance procedures essential for long-term applications.
    • 5.       Coordinates with consultants, scientists, engineers, planners and other professionals on GIS analysis projects, including determines data requirements and project specifications.
    • 6.       Develops and provides training on the use, development, and management of geospatial data sets.
    • 7.       Coordinates and directs collection of field data by professional and technical personnel; develops data standards and methodology for data collection; ensures completed work complies with data standards.
    • 8.       Prepares and reviews reports, presentations, and metadata to describe application procedures, data requirements, software functions, status, and change management, attends and presents at conferences.
    • 9.       Develops and supports department and countywide spatial database directory, structure, schema, and configurations per organizational standards; including database administration, data management through replication/syncing tasks, setting privileges, versioning, and domain coded-values for staff within geodatabase environments.
    • 10.   Assists and provides technical support to staff and customers on GIS requests, which include data extractions, map products and applications, plus on-the-fly data inquiries.
    • 11.   Provides quality assurance, quality control, and user acceptance testing for projects using established methodology and best practices. Coordinates enterprise-level GIS services, policies, standards, and procedures with other County professionals.
    • 12.   Acts as GIS resource on various technical advisory committees, commissions, and interest groups.
    • 13.   Operates GIS equipment, including large format printers, storage media, and viewing devices.
    • 14.   Assists with updating, revising, design, and maintenance of maps, surveys, plats, legal descriptions, codes, decisions, and reports; supports the interpretation, digitization, acquisition, and processing of remotely sensed data, aerial photography, and satellite imagery.
    • 15.   Researches and collects data from county and non-county sources for applications, products, and services.

    STATEMENT OF OTHER JOB DUTIES

    • 1.       May arrange for, set up, and/or participate in public meetings, hearings, emergency management, executive, and council sessions.
    • 2.       May collect field data using a Global Positioning System (GPS) or other equipment as needed.
    • 3.       May be required to perform all the duties of subordinate classifications.
    • 4.       Performs related duties as required.

    Minimum Qualifications

    MINIMUM QUALIFICATIONS

                    Bachelor’s Degree in GIS, geography, computer science, engineering, planning, natural resources or related field; AND two (2) years of GIS or automated mapping experience; OR any equivalent combination of training and/or experience that provides the required knowledge and abilities. Must pass job related tests.

    PREFERRED QUALIFICATIONS

                    Master’s Degree preferred.

    SPECIAL REQUIREMENTS

                    A valid Washington State Driver’s license may be required in some divisions for employment.

    SUPERVISION

                    Employees receive supervision from a supervisor or manager, while team members provide guidance. The employee carries out assignments on his/her own initiative and receives additional, specific instructions when relevant. Work is performed with considerable independence and may be checked to assure adherence to instructions and conformance with established departmental policies, procedures, and quality assurance standards.

    WORKING CONDITIONS

                    The work is performed in an office environment with some field trips to locations throughout the county for the purpose of data collection, quality control, and to increase understanding of projects. Prepares for and provides GIS support during emergency situations including floods, earthquakes, and storms. When on call, employees may be required to carry a county mobile phone, have connectivity and be available to work evenings, weekends, and holidays.

    Land Records Technician I/II

    Job Summary

    The Clark County Geographic Information Services (GIS) division has a current opening for a Land Records Technician.  The position will be hired at the I or II level, depending on the incumbent’s experience and education.  The Land Records Technician position performs nearly the full range of process work associated with land records and parcel maintenance and serves as a contact for customers (property owners, businesses, government agencies, etc.) regarding these technical issues. 

    This position reports directly to the Land Records Technician Lead and GIS Manager.  The Land Records Technician Lead makes assignments by defining objectives, priorities and deadlines and assists the incumbent with unusual situations or problems that do not have clear precedents.

    The Land Records Technician will work alongside other Land Records Technicians to plan and carry out the work independently and everyone is expected to work together to resolve problems in accordance with instructions, policies and accepted practice.

    This position is represented and requires membership in Local 11 – OPEIU (Office and Professional Employees International Union, AFL-CIO).  Initiation fee and membership dues will be deducted from employee pay.

    Qualifications

    Education and Experience:

    • One (1) to three (3) years of experience researching, interpreting and mapping legal descriptions, and researching property ownership history (chain of title).


    OR

      • One (1) year of experience researching, interpreting and mapping legal descriptions and researching property ownership history (chain of title).
      • Two (2) years of college level education in Surveying, Forestry, Paralegal, Records Management or a related field.

        College degrees must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education; official transcripts may be required at the time of hire.


        Knowledge of:  Legal descriptions pertaining to land ownership, research methods to determine right-of-way and property ownership history (chain of title), principles of geographic mapping and cartography, Esri ArcGIS Desktop and ArcGIS Pro software, mathematics, and effective methods and principles of customer service and problem-solving.

        Ability to:  Read, understand and interpret legal descriptions and legal documents as they pertain to real property; understand and respond to map product requests from the public; understand and respond to questions as they pertain to the County’s property maps and land records; learn and remain current on technical processes, trends, and applicable computer software; and establish and maintain working relationships with employees and the public.

        Examples of Duties

        Duties may include but are not limited to the following:

        • Reviews legal descriptions and ownership information in recorded documents to determine the effect on County property records.
        • Processes ownership changes to real property and mobile homes following established guidelines.
        • Performs parcel maintenance activities:
        • editing the parcel map layer and associated map layers
        • updating parcel-related data in the County’s property database
        • Examines and interprets a variety of map data such as photography, road plans, and utility maps as they relate to determining parcel location.  Computes acreage and square footage using cartographic methods.
        • Responds to questions from property owners, businesses, and County and other government agencies as they relate to land records data and parcel maintenance processes.
        • Processes service requests from the public, appraisers, and other persons regarding lot size, acreage ownership, legal descriptions, etc. Examines deeds, contracts, court decisions, appraisers’ notes, maps, aerial photography, surveys, etc. for this purpose.
        • Addresses customer inquiries and processes service requests on most parcel-related issues, including mapping issues, tidelands, leases, easements, plats and preliminary plats, and foreclosures.
        • Employs appropriate research methods to investigate property boundary history and ownership history. Uses standard practices to interpret legal descriptions and chain of title.
        • Uses related computer software to perform the above work: GIS software, the County’s property database, standard office software, other custom applications.
        • Other related duties as assigned.
